Subsidies increase yield and quality of crop production, the cost of fuel and lubricants, and other inventory items required for the spring-field and harvest works by subsidizing the production of priority crops

The public service provided by the local executive bodies of the city of republican status, capital, area (city of regional significance) (hereinafter – the Service Provider). The addresses of places for public services

Term of services

The terms of the public service:

1) since the end of the deadline for applications service provider – 39 (thirty nine) working days;

2) the maximum waiting time for delivery of the required documents – no more than thirty (30) minutes;

3) the maximum time of service uslugopoluchatelya – not more than fifteen (15) minutes. 

Results for public service delivery

The result of the public service – the provision of the territorial division of the Treasury registry accounts payable due to further transfer of budget subsidies to bank accounts uslugopoluchateley.

Required documents

Uslugopoluchatel (proxies) when accessing the service provider provides the following documents:

1) an application for a grant to improve the yield and quality of crop production, the cost of fuel and lubricants, and other inventory items required for the spring-field and harvest works by subsidizing the production of priority crops according to the Annex to this standard of public services ;

2) a statement of the bank of the second level or the national postal operator of a bank account with an indication of its number in a single copy.

Uslugopoluchateli engaged in the production of grain and leguminous crops (except rice, corn), for inclusion in the list of recipients of grants are optional:

copy of the map (scheme) placement of fields in the rotation (certified uslugopoluchatelem and consistent service provider) for the previous year;

copy of the map (scheme) placement of fields in the rotation (certified uslugopoluchatelem) for the current year.

To obtain subsidies per 1 ton: sugar beet, cotton and oilseeds agricultural producers indicate additional information regarding the application in the presence of:

contracts of sale of sugar beet, cotton and oilseeds and (or) the provision of services on a tolling processing plant;

the processing of oil seeds in their own mini-workshops – the act of reception and transmission of oil seeds between the departments of agricultural producers, signed by their leaders.

The Service after receiving the application and the package of documents provides uslugopoluchatelyu card with the date and time, names and initials of the person who accepted the request. 

The procedure for appealing against decisions, actions (inaction) of providers of services and (or) officials on the provision of public services
1. Appeals against decisions, actions (inactions) of the central state organs, the Service Provider and (or) its officials on the provision of public services: a complaint is made to the head of the Service Provider to the addresses indicated on the Internet site of the Ministry: www.minagri.gov.kz, See “Support and services”, subsection “Public services”.
The complaint is received in writing by mail or electronically to the cases stipulated by the current legislation of the Republic of Kazakhstan, either deliberately through the office of the Service Provider on weekdays.
Upon delivery of the complaint to the Office of the Service Provider, confirmation of acceptance of the application is issuing uslugopoluchatelyu complainant card, indicating the date and time, names and initials of the person who made the complaint.
Uslugopoluchatelya complaint received by the address of the Service Provider shall be examined within five working days from the date of its registration. Reasoned response of the outcome of the complaint is sent by mail uslogopoluchatelyu any given purpose in the office service provider.
In case of disagreement with the results provided by the public service uslugopoluchatel may complain to the authorized body to assess and monitor the quality of public services.
The complaint uslugopoluchatelya received by the address of the authorized body to assess and monitor the quality of public services, is considered within fifteen working days from the date of its registration.
2. In case of disagreement with the results provided to the public service, uslugopoluchatel has the right to apply to the court in accordance with legislation of the Republic of Kazakhstan.
