General Provisions        Article 1. Subject of regulation of this Law The subject of regulation of this Law are public relations arising in connection with the use of languages ​​in the activities of government, non-governmental organizations and local authorities. This Act does not regulate the use of languages ​​in interpersonal relationships, and religious associations.       Article 3. Legislation on languages ​​in the Republic of Kazakhstan legislation on languages ​​in the Republic of Kazakhstan is based on the Constitution of the Republic of Kazakhstan and consists of this Law, other regulatory legal acts of the Republic of Kazakhstan concerning the use and development of languages. Legislation on languages ​​shall apply to citizens of the Republic of Kazakhstan, foreigners and stateless persons permanently residing in the Republic of Kazakhstan.      Article 4. The state language of the Republic of Kazakhstan state language of Kazakhstan is Kazakh. Official language – the language of government, legislation, legal proceedings and record keeping, acting in all spheres of social relations throughout the state. It is the duty of every citizen of the Republic of Kazakhstan is to master the state language is an important factor in consolidating the people of Kazakhstan. The Government, other state, local representative and executive bodies must: comprehensively develop the state language of the Republic of Kazakhstan, to strengthen its international authority; create all necessary organizational, material and technical conditions for free and free mastery of the state language by all citizens of the Republic of Kazakhstan; provide assistance to the Kazakh diaspora in preservation and development of their native language.       Article 5. The use of the Russian language in state organizations and local authorities on an equal basis with Kazakh officially used Russian.       Article 6. LANGUAGE IN THE PUBLIC AND PRIVATE            ORGANIZATIONS AND LOCAL AUTHORITIES       Article 8. Use of languages ​​The language of work and the office of state bodies, organizations and agencies Local Self-Government of the Republic of Kazakhstan is the state language on a par with the Kazakh language officially used Russian. The work of non-governmental organizations, the state and, if necessary, other languages.       Article 9. LANGUAGE The name of the town,                   proper names, VISUAL INFORMATION        Article 19. Writing personal names and surname spelling of personal names and surname in official documents should comply with the legislation and the regulatory legal acts of the Republic of Kazakhstan.       Article 21. LEGAL PROTECTION OF LANGUAGES        Article 23. Competence of the authorized body The authorized body shall: 1) ensure the implementation of a unified state policy in the sphere of development of languages; 2) developing a program of functioning and development of languages ​​and other regulatory legal acts; 3) monitor compliance with the legislation of the Republic of Kazakhstan on languages ​​in central and local executive bodies of oblasts (city of republican status, capital); 4) make recommendations to eliminate violations of the requirements established by the legislation of the Republic of Kazakhstan on languages, makes proposals to the relevant authorities on the application of disciplinary measures to the officials guilty of violating the laws of the Republic of Kazakhstan on languages; 5) organize information, methodical support of activities to implement the unified state policy in the sphere of development of languages; 6) coordinates the activities of terminological and onomastic commissions; 7) develops and approves form of mandatory departmental reporting, checklists, risk assessment criteria, semi-annual plans of audits in accordance with the Law of the Republic of Kazakhstan “On State Control and Supervision in the Republic of Kazakhstan”; 8) exercise other powers stipulated in this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.      Footnote. Article 25 Law of the Republic of Kazakhstan dated 20.12.2004 N 13 (comes into force from 01.01.2005); as amended by the Law dated 06.01.2011 number 378 IV-(comes into force upon expiration of ten calendar days after its first official publication); from 05.07.2011  number 452 IV-(comes into force from 13.10.2011);from 10.07.2012  number 36 V-(comes into force upon expiration of ten calendar days after its first official publication).        Article 25-1. Competence onomastic commission 1. Republican onomastic commission created by the Government of the Republic of Kazakhstan in order to: 1) make the President of the Republic of Kazakhstan conclusions on naming and renaming of areas, regions and municipalities, as well as changes in the transcription of their names; 2) submitting to the Government of the Republic of Kazakhstan conclusions about the name and renaming the physical and geographical, toponymic, industrial and other objects in its field of competence.

Information on the state language policy in the Ministry of Agriculture of the Republic of Kazakhstan

The State Language Policy in the Ministry of Agriculture of the Republic of Kazakhstan (hereinafter – Ministry) is carried out in accordance with the State program development and functioning of languages ​​in the Republic of Kazakhstan for 2011-2020, approved by the Decree of the President of the Republic of Kazakhstan dated June 29, 2011 № 110 other regulations. Introduction

State program development and functioning of languages ​​for 2011-2020 (hereinafter – the Program) was developed in accordance with Articles  7 and 93  of the Constitution of the Republic of Kazakhstan; Law of the Republic of Kazakhstan dated 11 July 1997 “On languages ​​in the Republic of Kazakhstan”; Concept of expanding the scope of functioning of the state language, improve its competitiveness for 2007-2010, approved by the Government of the Republic of Kazakhstan dated November 21, 2007 № 1122; Strategic Plan of Development of Kazakhstan till 2020, approved by Presidential Decree on February 1, 2010 № 922; Decree of the President of the Republic of Kazakhstan dated March 19, 2010 № 957 “On approval of the list of state programs”;paragraph 3 of the Action Plan for the implementation of orders of the President of the Republic of Kazakhstan Nursultan Nazarbayev, the data at the XV Session of the Assembly of Peoples of Kazakhstan; National Unity Doctrine. The program, designed for ten years of implementation, based on an analysis of the existing building in the country language, take into account the views and recommendations of the expert community dealing with languages. In developing the program has studied the experience of legal regulation of issues related to the implementation of the state language policy more than 30 foreign countries. This document is a legal and institutional basis for solving urgent problems in the functioning and development of languages ​​and create conditions for full implementation of the state language in all spheres of public life. As the Head of State Nazarbayev NA .: “We must make every effort to further development of the Kazakh language, which is the main factor uniting all people of Kazakhstan. At the same time it is necessary to create favorable conditions to the representatives of all nationalities living in the country able to speak freely, to study in their native language and develop it. ” The doctrine of national unity of the state language defined a key priority, the main factor of spiritual and national unity. Mastering it should be the duty and responsibility of every citizen of Kazakhstan, the incentive determining personal competitiveness and active participation in public life. Set in the program goals and objectives are implemented through the Action Plan, developed by the authorized state body for the entire period of the program and approved by the Government of the Republic of Kazakhstan. All aspects of the program, based on the priority of the state language as an important factor in strengthening national unity and aimed at full satisfaction of spiritual, cultural and linguistic needs of citizens. All the activities of the Programme are built in strict accordance with Article 7 of the Constitution and the decision of the Constitutional Council of the Republic of Kazakhstan dated February 23, 2007 № 3. success of the program will be achieved by improving the necessary legal and regulatory framework, integration of major policy measures in the strategic plans of the state bodies in ensuring the efficiency the implementation of planned activities. However, to achieve practical results of these measures requires joint efforts of all state bodies and economic entities of the republic, including national companies and financial institutions.

Basic directions, ways of achieving the objectives of the Programme and related actions

The first direction – the mastery of the state language. Objective: “State language – a major factor of national unity.” Target indicators: the proportion of the adult population owning the official language (based on the examination of the evaluation system-level knowledge of the Kazakh language of citizens of the Republic of Kazakhstan on the program “KAZTEST” by 2014 – 20%, 2017 – 80%, 2020 – 95% ); the proportion of high school graduates who own official language at B1 level (2017 – 70%, in 2020 – 100%). Implementation of the first direction of the program involves the organization of work on the creation of learning the state language by all citizens of Kazakhstan. At the core of this three-component basis – improving the methodology of teaching the state language, expanding infrastructure, training and promotion of the process of mastering the official language. This approach identified three problem areas first. 1. to improve and standardize the methodology of teaching the state language. In order to improve the methodology of teaching the state language is provided, first of all, the improvement of relevant standards of teaching and assessing the level of implementation of state language by creating a model of continuous education. Multi-level standard should provide for the use of language in the elementary levels A1-A2, the independent use of the language at levels B1-B2 and competent use of language at C1-C2. Based on the architecture of the system is proposed to develop a standardized methodological foundations of teaching the state language, including for persons with disabilities. These measures will ensure the mastery of the state language at A1 level students of primary school classes, at the level of A2 students mid-level, at the level of B1 students high school and institutions of technical and vocational education at the level of B2 of students of higher educational institutions, at the level of C1 through Following receipt of postgraduate education. At the same time also provides for the improvement and modernization of the way of understanding the language. The Kazakh language should become a full-fledged language daily functional and professional communication.The absolute necessity becomes a permanent process of creative pedagogical research and development of new teaching methods based on the standard of learning the Kazakh language through a model of continuous education. A necessary component of the system is arrayedprofessional development and training of teachers of the Kazakh language in accordance with the applicable legislation. In view of the small number of research and educational centers with organizational and methodological possibilities of training experts to conduct a qualitatively higher level, it is expected the widespread introduction of distance learning. 2. Improvement and systematization of lexical fund of the Kazakh language. The implementation of this task requires, first and foremost, to ensure the systematization of names of administrative units. Improving the work in the field of onomastics assumes, first of all, the introduction of the principles of transparency, public consultation, involvement of civil society and the media to the decision-making process during the onomastic works. To achieve this would require revision of the regulatory framework in the field of onomastics, and the development of the rules of writing in the official language and transliteration in Russian and other languages ​​names of geographical objects.       The implementation of identification anthroponymic names and visual information will require the development of uniform requirements for the identification and writing anthroponymic notation in the state language, as well as improving the regulatory framework in the field of artistic design of visual information. Particularly relevant is the task of unification of terminological vocabulary, terminology replenish the fund. Among the necessary measures – the development of new requirements for systematization of Kazakh terminology, regulation of terms and names according to the basic rules, work rules of the Kazakh language. This work must take place with the use of world experience, models of related languages, the terms and terminology of international titles, as well as continuous monitoring of the frequency of the use of new terms approved in the media. Update terminological fund new terms will require reconstruction of the linguistic heritage, as well as the special work of terminology and terminography. At the same time it assumed the creation and placement of a single electronic database of industry terminology and the general fund of the Kazakh terminology in Web sites and portals. Also particularly relevant is the need for a system that describes the lexical and grammatical structure of the language, as well as the fixing of continuous processes of language change.  

Phase of the program

The Program will be implemented in three phases. The first phase (2011-2013 years) assumed a complex of measures aimed at improving the regulatory and methodological framework for further functioning and development of languages. Thus, in the first phase it is expected to carry out work to improve standards of teaching the state language, the development of the legal framework of accreditation centers of learning the Kazakh language and the implementation of their rating activities. In addition, the envisaged improvement of the legal framework in the field of onomastics to ensure systematization of names of administrative units, in terms of unification of terminological vocabulary, as well as in the implementation of the identification anthroponimics anthroponymic names and visual information. However, it is intended to improve the regulatory framework in the part of the elimination of legal gaps and tightening liability for violation of the law on languages. At this point, it provides a complex of organizational and practical measures to promote wide use of the state language, the creation of favorable conditions for the study and preservation of the languages ​​of ethnic groups living in Kazakhstan, as well as the introduction of a system for monitoring the effectiveness of the results. Within the framework of the second phase (2014-2016 years) is supposed to implement a package of practical measures for the implementation of new standards, technologies and methods in the study and use of the state language, and the preservation of linguistic diversity. At the same time, at this stage, work will begin for the accreditation of training centers of the state language, as well as the introduction of the rating of their activities. It is also planned to organize work on the creation of stimulating learning the state language: the introduction of mandatory minimum requirements of state language proficiency for public servants, public service workers and the provision of public services. At the same time, work will continue to promote the wider use of the state language. Based on the developed regulatory and legal framework, together with the strengthening of control over observance of legislation on the use of languages ​​will be initiated to streamline the terminology fund of the Kazakh language, ensuring systematization onomastic space.       The third phase (2017-2020 years) Program involves the organization of work for the introduction of mechanisms to control the degree of mastery the official language. Along with this supposed system monitoring the level of demand of the state language in all spheres of public life, the quality of its proper application and the level of ownership in the future preservation of the positions of other languages. Work will continue in the field of onomastics, terminology, popularization of the state language, as well as to preserve a tolerant language environment.

Necessary resources

On the implementation of the program in 2011-2020 will be allocated funds from the republican and local budgets, as well as other means not prohibited by legislation of the Republic of Kazakhstan. The total cost of the state budget for the first phase of the program will make 19,134,946 thousand.
